Your story sounds completely true, and is sadly, the norm in Thailand. I don't think that Thailand "protecting" uneducated, untrained, "this is how grandpa did it", workers serves the country well. What they miss is ... Foreigners bring MODERN methods, tools, and safe processes that get passed onto "everyone in the village" over time. I am confident if I came back to Thailand in 100 years, they would still be running wires dangerously, putting down tile floors with air gaps, welding without shields, etc. I don't blame the people, they "don't know what they don't know."
