American oil companies have interests in exploiting North Sea energy resources.

 

They have (bought) "the ear" of Mr Trump.

 

I suspect that if you dig down not very far you will find their influence in his "policies" ( perhaps pronouncements is a better description) on Greenland and Canada.

Read further down in your source!

"From winter 2024, these extra payments will stop for everyone across the UK. This includes people in Scotland who get Pension Age Winter Heating Payment." 

If you live in Scotland

You cannot get a Winter Fuel Payment. You might be eligible for a similar payment from the Scottish Government. This will be paid by the Department for Work and Pensions (DWP).

Please read also the text following the one you copied and pasted:

 

"Because of the timing of the announcement, we will not be able to deliver Pension Age Winter Heating Payment in 2024. Instead, DWP will pay it on our behalf."
