As far as walking there are so many issues now. M/B driving the wrong way and on sidewalks, uneven tiles everywhere, metal and wires sticking out from poles that can take your eye out, crosswalks lucky if people stop.

They should be able to get local phone serve from the airport kiosks. The taxis I have taken recently from the airport turn on the meter.
You are focusing on a very small proportion of the population. Like any other country, there are those who believe the world owes them a living. Instead of focusing on the general population, try taking a closer look at those who run the country. It is they who set the trends and standards, as is the case with all governments.
So (per your link) Republicans want people living overseas to provide identification when they register to vote in federal elections.
And Democrats want people living overseas to not have to have to show ID register to vote in federal elections.
You, and NPR are dishonest.
