Have some information that if you import a car into Thailand you have to pay 210% tax is this true and if you import a commercial vehicle is this the same .I am talking about secondhand not new.

Duty varies. But it is exhorbitant - much like Denmark.

What do you mean by a commercial vehicle? Pick-up (ute), panel van, truck, eighteen wheeler?

and even then they'll do all they can to frustrate you at every turn. In essence, they don't want you to import any vehicle at all. They always win.
