Unknown but gate should have been open and construction worker close by, Especially when near people, homes, buildings, cars, electric wires and poles. Possible equipment malfunction. Possible to much speed when descending from the road. Note: For safety we always had someone supervising heavy equipment operations. Critical set of Eyes, Ears, and quick reaction personnel to protect the public and other construction workers from damage, or injury. The work area additionally had cones, barriers, flagging tape sometimes to notify others of the work zone. People are curious, most understood and respected the Work Zone, a few would go by the marked boundaries to talk or look inside when we dig a deep hole for drainage pipes. RIP.
