Cambodia’s ambitious goal of attracting up to 7.5 million foreign tourists in 2025 is under threat, as escalating geopolitical tensions and economic uncertainty cast a shadow over the Kingdom’s post-pandemic recovery.

 

Speaking at a tourism data workshop in Siem Reap, Under-Secretary of State Mohammat Younes warned that the forecast now requires urgent reassessment. While the first half of the year saw promising growth—with over 3.36 million international arrivals, up 6 percent from 2024—new US tariffs, the closure of the Cambodia-Thailand border, and ongoing global conflicts are reshaping expectations.

 

The border shutdown follows a Thai military incursion into Cambodian territory, sparking diplomatic strain and halting cross-border travel. This has dealt a blow to key tourism zones, particularly in Poipet and Banteay Meas, where Thai visitors once formed a vital revenue stream.

 

Industry leaders, including Chhay Sivlin of the Cambodia Association of Travel Agents, acknowledged the risks but praised the Ministry of Tourism’s efforts to rally public and private stakeholders. “External crises and economic uncertainty will affect tourism,” Sivlin said, “but with joint efforts, we can still attract visitors.”

 

Cambodia’s appeal remains strong, anchored by world heritage sites such as Angkor Wat and Preah Vihear, and a pristine coastline stretching across four provinces. Yet analysts caution that reputational damage from regional conflict could deter bookings.

 

The Ministry is now urging a united response—from government bodies to media and citizens—to reinforce Cambodia’s image as a safe, competitive destination. Whether that effort can offset the mounting pressures remains to be seen.
