Cambodia’s spiralling microloan crisis has placed the World Bank under intense scrutiny this week, as global leaders gather in Washington for the institution’s annual meetings. At the heart of the controversy is the International Finance Corporation (IFC), the Bank’s private investment arm, which has poured over $400 million into Cambodian microfinance providers — despite longstanding warnings about predatory lending.

 

A new report by Human Rights Watch reveals how microfinance institutions (MFIs), backed by international investors, have aggressively targeted Indigenous communities. Many borrowers, unable to read or write Khmer, signed away land titles under pressure. The consequences have been devastating: families driven into hunger, children pulled from school, and several suspected debt-related suicides.

 

Cambodia now holds the highest per capita microcredit debt globally, with 3.8 million households owing a combined $18 billion. What began as a poverty-alleviation tool has morphed into a profit-driven industry, trapping vulnerable borrowers in cycles of debt.

 

The IFC has attempted to distance itself from the fallout, arguing that consumer protection risks fall outside its safeguard policies. In 2023, it even tried to block an investigation by its own watchdog, the Compliance Advisor Ombudsman — a move it later withdrew. The ombudsman’s findings, expected soon, could force the IFC to reckon with its role in one of the world’s most severe microfinance crises.

 

Civil society groups are calling for concrete remedies, including debt relief, land restitution, and an independent grievance mechanism. The World Bank meetings offer a rare opportunity for accountability — and for the IFC to commit to protecting those harmed by its investments.

 

Whether the institution will act decisively or allow the damage to deepen remains to be seen. For millions of Cambodians, the stakes could not be higher.
