South Korea has imposed its highest-level travel ban on parts of Cambodia following the death of a student allegedly tortured by a criminal gang operating in scam compounds. The move marks a dramatic escalation in Seoul’s efforts to rescue citizens trapped in Southeast Asia’s sprawling cybercrime networks.

 

Vice Foreign Minister Kim Jina is leading a taskforce to Cambodia, aiming to secure the release of dozens of South Koreans detained or missing since July. The “code-black” ban—reserved for the most serious threats—covers Poipet and Kampot, with an advisory to leave Sihanoukville. It comes amid mounting reports of “fraudulent employment” and forced detention in scam centres that have flourished since the pandemic.

 

More than 1,000 South Koreans are believed to be among the estimated 200,000 people caught up in these operations, which the UN says generate billions annually through phone and online fraud. The death of the student, lured by promises of high wages, has galvanised public outrage and diplomatic pressure.

 

Last week, Seoul summoned Cambodia’s ambassador, demanding action over the student’s death and the broader detention of its nationals. Amnesty International has accused Phnom Penh of turning a blind eye to abuses, citing a “pattern of state failures” that allowed the scam industry to thrive. Cambodia has rejected the claims as exaggerated.

 

South Korea’s intelligence agency is now involved, and authorities have responded to over 300 reports from families of missing nationals this year. Around 80% have been resolved, but 72 cases remain active. Officials hope to repatriate about 60 individuals already rounded up by Cambodian authorities.

 

National Security Adviser Wi Sung-lac acknowledged the diplomatic tightrope, stressing Cambodia’s sovereign right to prosecute crimes while urging cooperation to protect South Korean citizens.

 

The crisis underscores the growing reach of transnational cybercrime and the human cost of its hidden economy.
