The Land Transportation Office (LTO), under Acting Secretary Giovanni Lopez, has permanently revoked the license of UV Express driver Ruel Flores Dela Cerna following a severe road accident on Commonwealth Avenue, Quezon City, on Friday, October 17. The incident resulted in the death of one motorist and injuries to 13 others, according to the Department of Transportation (DOTr). The driver confessed to using shabu the night before the accident, leading to the immediate and decisive action by authorities.

 

Prior investigations by the Quezon City Police District and the LTO revealed the driver's drug use was a significant factor. The DOTr has taken a firm stance against reckless and drug-using drivers to ensure road safety. Lopez emphasized the government's commitment to road safety, echoing President Ferdinand Marcos Jr.'s focus on holding irresponsible drivers accountable.

 

Dela Cerna is currently detained at the Quezon City Police District and faces multiple charges. In response to the incident, Secretary Lopez has instructed the Land Transportation Franchising and Regulatory Board (LTFRB) to enforce Department Order 2025-008, mandating drug testing for public vehicle drivers, and to expedite its Implementing Rules and Regulations (IRR). Additionally, the LTFRB is exploring compensation options through the UV Express's insurance for the victims.

 

Looking forward, authorities aim to strengthen regulatory measures to prevent similar incidents. The LTFRB's enforcement of mandatory drug testing is a crucial step in this direction. The government underscores its dedication to road safety and ensuring that negligent drivers are held accountable for their actions.
