Exiled opposition figure Sam Rainsy has declared the formation of an “Independent Cambodian Government” on the 34th anniversary of the Paris Peace Accords, reigniting calls for democratic reform and international scrutiny of Cambodia’s leadership.

 

Speaking from France under the banner of the Cambodia National Resistance Council (CNRC), Rainsy accused the ruling Hun family of turning Cambodia into a “mafia state” and called on the Cambodian People’s Party (CPP) to remove the Huns from power “if it does not wish to be branded a party of thieves.”

 

Rainsy, a former finance minister and co-founder of the now-dissolved Cambodia National Rescue Party (CNRP), has long been a thorn in the side of Prime Minister Hun Sen. His party won strong popular support in 2013 and 2017 before being banned by the government, which feared a democratic uprising. He has lived in exile since 2015, facing criminal charges widely seen as politically motivated.

 

The CNRC’s statement outlines a vision to restore democracy, protect sovereignty, and dismantle what it describes as state-protected criminal networks. It praises recent US sanctions against Chinese tycoon Chen Zhi and Cambodian elites linked to global scam operations, calling them “a turning point in the global war against corruption and state-backed crime.”

 

The initiative also reasserts the Paris Peace Accords as the only legitimate framework for Cambodia’s future, listing three core principles: safeguarding territorial integrity through international guarantees, returning to genuine democracy and human rights, and reclaiming neutrality by ending foreign military presence — including the Chinese naval base in Ream.

 

“The Independent Cambodian Government of October 23 will restore the spirit of the Paris Peace Accords, rebuild democratic institutions, uphold the rule of law, and return power to the Cambodian people,” the CNRC declared.

 

While the move is largely symbolic, it comes at a time of growing international concern over Cambodia’s role in transnational crime and its deepening ties with Beijing. Rainsy’s announcement may not shift the political landscape overnight, but it signals continued resistance to the Hun dynasty and aims to rally support among Cambodians abroad and allies in the West.

As of October 2025, Sam Rainsy has not been formally stripped of his Cambodian citizenship, but recent legal changes have created the possibility for the government to do so

 

A court in Cambodia yesterday sentenced the exiled opposition leader Sam Rainsy to life in prison (in abstentia) for attempting to cede four Cambodian provinces to a foreign state. (not Thailand).

He has always been and remains a complete joke. If he's the best that Cambodia's opposition has to offer, the Hun clan will rule forever.

 

He's also rabidly anti-Vietnamese, that in itself is reason enough for me to despise him.
