A senior ally of Vladimir Putin has proposed reclassifying Russian oil tankers and cargo ships as military vessels, a move analysts warn could sharply escalate tensions between Russia and Western governments.

The proposal comes amid rising friction over oil shipments, sanctions enforcement, and maritime inspections that have increasingly turned commercial sea lanes into geopolitical flashpoints. Alexey Zhuravlyov, a Kremlin-aligned lawmaker, argued that Russian merchant ships are being unfairly targeted and require armed protection.

Under his proposal, registering tankers as military units would mean any attack on them could be treated as an act of “full-scale war.” Zhuravlyov suggested assigning armed guards to vessels and even equipping tankers with long-range weapons, formally integrating parts of Russia’s commercial fleet into its armed forces.

Speaking to The Mirror, Zhuravlyov said Russia must be prepared to use force to defend its energy exports. He also called for retaliatory measures against Western shipping, including detaining foreign vessels and seizing cargo.

The comments follow a series of incidents since late 2024 in which Russian tankers have been stopped, inspected, or detained on suspicion of evading sanctions. These incidents have been reported in the Black Sea, near Turkey, and off parts of West Africa.

Western governments, including Germany, France, and Finland, have stepped up maritime monitoring to enforce sanctions on Russian oil exports.

Security experts caution that militarising commercial shipping could destabilise global energy markets, increase insurance costs, and raise the risk of direct confrontations at sea—further complicating an already volatile international security environment.
