Thailand orders deportation of French national

Prime Minister and Interior Minister Anutin Charnvirakul has signed an order deporting French national Kevin Dimino from Thailand, citing behaviour deemed a threat to public order, morality and public welfare.

The Ministry of Interior order, numbered 2354/2569, was signed on 7 September 2026. It is the second deportation order issued by Anutin, according to the announcement.

The order says Dimino had engaged in threatening, intimidation and physical assault, caused nuisance to others, and created serious racial and religious divisions, including among tourists. It also alleges reckless conduct that could endanger people or property, without regard for others' safety or inconvenience.

Koh Samui court conviction

The decision followed a judgment by Koh Samui Provincial Court, which found Dimino guilty under Sections 43(4), 43(8) and 158/1, second paragraph, of the Land Traffic Act 1979.

The court initially imposed a 10,000-baht fine. Because the defendant's guilty plea was considered beneficial to the proceedings, the penalty was halved under Section 78 of the Criminal Code, leaving a fine of 5,000 baht.

Authorities said the conduct was contrary to public order, good morals and the wellbeing of the public, making deportation necessary under Section 5 of the Deportation Act 1956.

Appeal remains possible

Using powers under the Deportation Act and Clause 4 of the Prime Minister's Office regulations on deportation, issued in 2026, Anutin ordered Dimino's removal from the Kingdom.

Dimino may appeal to the prime minister under Section 8 of the Deportation Act. He can seek to have the deportation order revoked or ask not to be removed from Thailand, but must do so within seven days of being informed of the order.

What is the difference between being deported by Anutin or a visa revocation and being blacklisted by immigration? Must all deportations go through the court, or can an IO independently revoke someone's visa?

Also, this guy shouldn't be deported. He's a hothead - but so what. He didn't hurt anyone - unlike the nightly drunken clowns fighting and injuring people in Pattaya. Why aren't they deported?

Oh really? He was 'aggressive' in the video. Did he hurt anyone? No. The other business owner (the Israeli guy) was threatening violence. So his deportation was appropriate. This is just pandering to the Israeli Ambassador's whinge.

Since all Israeli males must serve in the IDF - and they murder children and ethnically cleanse Gaza - all Israeli males should be barred from entering Thailand. Fair is fair. But the 'my money' chick was pretty hot - so don't ban the young women.

The behaviour was extremely ugly .

As the video went viral, he did hurt Thailand reputation as a peaceful holidy destination .

I didn't say that she asked that. But she did go to whinge about the current uptick in news about Israelis behaving badly and the backlash.

Both of them threatend each other. Why should the Israeli be deported and this guy allowed to stay? Same behavior, same consequences. Thailand doesn't need imported conflicts. It's also worth mentioning this guy actaully created the situation by repeated aggressive behavior towards Israeli tourists - he was seeking conflict and he got it.

I take a slightly different view. There has to be a separation between a tourist and someone who has his whole life here, especially having a Thai wife. Yes he acted like a dick, but so have most of us, before phone cameras were invented thank god. Anutin has set a dangerous precedent for us all to be thrown out of our home for anything deemed contrary to public order. That can be anything.

Ya think? If you were approaching the 'zoo' as Israelis with two young kids and you saw all tnis anti-Israeli stuff, why would you continue? As a father, why would you do that? I think it was staged.

Will people now think twice before displaying No Israeli signs ?

Just to keep track of this

The first guy who was deported had a suspended prison sentence and a fine

The second guy had just a 5000 Baht fine

Both deported.

It's going to get real interesting because absolutely anything can be considered fair game under this new rule.

In fact based on what I'm reading you don't even need to be arrested and convicted, annoy someone who complains or make a fuss on video and you're out!

It was invented to be another tool to be used for extortion.

He did have a "No Israel" sign and then a "shooting range" thing next to it. That's a sign of subtle agression.

He was also rather aggressive with them. If they had not left, it could easily have turned into violence.

Fines are commonly used to punish bad behavior.

Where you come from, maybe if you smoke in a non-smoking establishment, you might be fined, no?

Even if the other guy throws the first punch, if you start punching back you are no longer an innocent victim.

Try to block the punches and try to extricate yourself.

It they see you are trying to remove yourself from harm's way, you won't be deported.

All sounds nice in theory, but with Thailand being corrupt as it is, the Thai's will exploit these extra powers all the way. I am sure you know this.

Not sure why some people think the other guy was a tourist. They were both expats living in Koh Samui for many years, and both had local businesses. Deporting them both demonstrates Thailand will not tolerate foreign political conflicts - which is great. Having said that - they both have strong local ties, so at least in my opinion should be allowed back after a blacklist period. I am still not sure if they are actually blacklisted and for how long.

I think the key factor was that it was becoming a big deal with nationwide and international news coverage and had the potential to both escalate to larger rival groups, and harm tourism.
