Identifying cables

I have always thought the cables in the photo below is electric cables, but now I have been told that it is problably fiber cables. What do you guys say?

The photo is taken on Bangla Road in Phuket back in 2012.

Telephone,cable and internet cables the electric is 'mostly' on the top tier

though some rouge 240 v mains might be scrambled up with the telecoms wires

they shouldn't be there but T.i.T many 'technicians' have found out too late not to trust

the unassuming wire !

Those are fibre or phone cables.

The electricity cables are generally higher up on the insulators.

I do see a couple of insulators lurking in amongst the speghetti so care is required.
