Basically, what second says is just because oil barrels exist on paper, that doesn't mean that there are corresponding actual barrels in the real world.

Up to now the world has been drawing down on what tankers have been delivering from the Gulf. But that reserve is going to be exhausted within the next 2 weeks. Even if production starts up again, there's going to be a lot of scarcity and some outsized price increases.
