The United States has approved the Philippines' request to extend a waiver allowing the purchase of Russian oil and petroleum products. This new waiver, effective from April 17 to May 16, 2026, provides essential energy security amid ongoing global conflicts. Energy Undersecretary Alessandro Sales announced that the waiver applies broadly to all purchases.

Earlier, a 30-day waiver granted in March expired on April 11, creating uncertainty around fuel supplies. With the extension, the Philippines, which currently holds 54 days of fuel reserves, can stabilize its energy imports. Energy Secretary Sharon Garin reiterated that despite calls from business groups, the moratorium on new coal projects remains due to energy security concerns linked to the Middle East conflict.

The Philippines imposed the coal moratorium in 2020 to reduce carbon emissions and promote clean energy transition. Projects that secured permits by 2019 may still proceed, while new projects remain halted. The Department of Energy is also reviewing coal-fired plants for potential retirement, citing reliability issues and higher costs.

As the country deals with these energy challenges, President Ferdinand Marcos Jr. has declared a national energy emergency. This move underscores the urgency of diversifying energy sources and ensuring long-term sustainability.
