Washington piles pressure on Havana while denying immediate war plans

Donald Trump has again rattled tensions with Cuba by warning that “Cuba is next,” but senior American officials insist the United States is not currently preparing imminent military action against Havana despite increasingly aggressive rhetoric from the White House.

Behind the scenes, US officials say Washington is instead trying a mix of pressure, sanctions, and conditional aid offers aimed at forcing political concessions from Cuba’s communist leadership.

Trump hints at military pressure

The latest tensions exploded after Trump suggested American warships returning from the Middle East could make a dramatic stop near Cuba.

Speaking after signing a new executive order expanding sanctions powers, Trump joked that a US aircraft carrier could anchor just offshore and Havana would simply “give up.”

The comments immediately fuelled fears of another major geopolitical flashpoint just 90 miles from the American coast.

But officials involved in private contacts with Cuban authorities told reporters there are currently no plans for direct military intervention, even though military options technically remain available.

Huge aid package offered — with major strings attached

US negotiators have reportedly offered Cuba a sweeping package worth tens of millions of dollars in humanitarian support, alongside agricultural aid, infrastructure assistance, and two years of free access to Starlink internet services across the island.

The proposal, however, comes with conditions Havana has historically rejected outright.

Washington is demanding the release of political prisoners, an end to religious and political repression, and wider access for American private investment inside Cuba.

So far, Cuban officials have not formally accepted or rejected the offer.

Rubio takes hard line

Marco Rubio — long one of Washington’s fiercest critics of the Cuban government — has spearheaded the administration’s tougher approach.

Rubio described Cuba’s communist system as both economically broken and incompetent, saying its leaders were incapable of fixing the country’s deepening crisis.

The administration simultaneously unveiled fresh sanctions targeting GAESA, the powerful military-linked business empire that dominates much of Cuba’s economy.

Havana accuses US of ‘collective punishment’

Cuban officials reacted furiously to the new measures.

Bruno Rodríguez condemned the sanctions as “collective punishment” and accused Washington of pursuing what he called a “genocidal” strategy against the Cuban people.

Meanwhile, Ernesto Soberón Guzmán warned that Havana would never negotiate over regime change or accept American “ultimatums.”

“Cuba’s internal affairs are not on the table,” he said.

Quiet diplomacy continues behind the scenes

Despite the public hostility, diplomatic contacts between both sides have quietly intensified.

Senior State Department officials reportedly travelled to Havana in April for rare face-to-face meetings with Cuban representatives linked to the ruling Castro family — the first such US government visit outside Guantanamo Bay in nearly a decade.

Officials described the talks as “professional and cordial,” but admitted they produced little tangible progress.

US fears growing Russian and Chinese influence

American officials increasingly view Cuba through the lens of wider geopolitical rivalry.

Washington is deeply concerned about growing intelligence, military, and logistical cooperation between Havana, Russia, and China.

Cuba’s strategic location close to the US mainland has long made it a sensitive national security issue in Washington — fears now intensified by worsening global tensions.

Economic crisis deepens

Cuba’s already fragile economy has deteriorated sharply following tighter US sanctions and disruptions to oil supplies from Venezuela.

The island continues to face blackouts, shortages, inflation, and growing public frustration, with many Cubans blaming both government mismanagement and decades of American sanctions.

For now, the White House insists its objective is not outright regime change, but forcing policy reforms.

Yet Trump’s increasingly combative language — combined with military hints and expanding sanctions — has raised fears that the standoff could escalate unpredictably if negotiations collapse.
