Thailand Reduces Foreign Business Licence Requirements in Eight Sectors

Thailand’s Cabinet approved draft regulations that would exempt eight service business categories from requiring a foreign business licence under the Foreign Business Act. The move is intended to reduce duplicate approval procedures and update oversight to better match the current economy. The affected categories include telecommunications, treasury centres, management services, petroleum drilling, certain securities-related businesses, and specific derivatives-related activities. Government officials stressed that the change does not mean full deregulation, as these industries remain supervised by existing agencies such as the NBTC, Bank of Thailand, SEC, and energy regulators. Software development was removed from the proposal after concerns were raised about possible effects on Thailand’s domestic digital sector.
