Putin Downplays Fuel Crisis As Russia Intensifies War On Ukraine

Kremlin Dismisses Growing Fuel Shortages

Russian President Vladimir Putin has brushed aside worsening fuel shortages across Russia, insisting the situation is "not critical" even as repeated Ukrainian drone strikes continue to cripple the country's oil infrastructure.

Despite mounting disruption to fuel supplies, Putin has rejected renewed ceasefire proposals and vowed Russia will continue its military campaign until its objectives in Ukraine are achieved.

The Kremlin leader has portrayed Ukraine's attacks on Russian refineries as an attempt to distract attention from developments on the battlefield, arguing they have failed to alter the course of the war.

Ukraine Targets Russia's Energy Industry

Since March, Ukraine has dramatically expanded its long-range strikes against Russian oil refineries, fuel depots and other energy facilities, with more than 50 attacks reported across Russia and Russian-occupied Crimea.

Military analysts believe the campaign is designed to weaken Russia's logistics, increase the economic cost of the war and demonstrate that the conflict can reach deep inside Russian territory.

According to industry estimates, around one-third of Russia's oil refining capacity has been disrupted, significantly reducing domestic fuel production and creating shortages across several regions.

Government figures indicate gasoline output has fallen by roughly 17 percent to around 850,000 barrels per day.

The shortages have forced authorities to introduce fuel rationing in parts of the country, while motorists have reported waiting hours at filling stations.

To ease the crisis, Moscow has authorised the production of lower-grade petrol with higher sulphur content until the end of the year.

Russian-occupied Crimea has reportedly experienced some of the most severe shortages, with retail fuel sales periodically suspended.

Massive Attack On Kyiv

As Russia grapples with the impact of Ukrainian strikes, its own military launched one of the largest attacks on Kyiv since the full-scale invasion began.

An overnight barrage lasting around 11 hours killed at least 30 civilians as waves of missiles and drones struck the Ukrainian capital.

The assault also damaged residential areas and civilian infrastructure, prompting renewed international condemnation.

Meanwhile, a Russian strike destroyed a major humanitarian warehouse operated by the Ukrainian Red Cross Society, eliminating hundreds of thousands of emergency relief supplies intended for civilians affected by the war.

Putin Rejects Ceasefire

Putin has continued to reject proposals from Volodymyr Zelenskyy and Ukraine's Western allies for an immediate ceasefire.

He argues that any pause in the fighting would simply allow Ukrainian forces to regroup and rearm.

The Russian president insists that peace negotiations can only proceed if Ukraine withdraws from territory Russia claims to have annexed, abandons its ambition to join NATO and accepts other political and military conditions that Kyiv has repeatedly rejected.

The Kremlin also claims Ukraine privately proposed limiting the conflict to four partially occupied regions, although Ukrainian officials have not confirmed such discussions.

War Of Attrition Continues

Despite Putin's confidence, Western military analysts say Ukraine's strikes on oil infrastructure are placing increasing pressure on Russia's economy and military logistics, even if they have not fundamentally changed the front lines.

At the same time, Russian forces continue offensive operations in eastern Ukraine, with Moscow claiming advances around the strategically important city of Kostyantynivka—claims that Kyiv has disputed.

More than four years after Russia launched its full-scale invasion, neither side appears willing to compromise on its core objectives. With both armies continuing to exchange long-range strikes far behind the front lines, the conflict increasingly resembles a prolonged war of attrition that is exacting an ever-growing toll on civilians, infrastructure and both countries' economies.
