ASEAN’s special envoy has held rare talks with ethnic minority rebel groups in Thailand, as the bloc seeks a way forward in Myanmar’s grinding civil war.

Philippines foreign minister Maria Theresa Lazaro, acting as ASEAN envoy, met representatives of several armed ethnic organisations alongside Myanmar’s military‑backed National Solidarity and Peacemaking Negotiation Committee. The meeting, held on Monday, was aimed at exploring the possibility of an inclusive national dialogue.

A statement from Manila said all sides “expressed openness to the dialogue process and emphasised the importance of constructive dialogue.” While the rebel groups themselves declined to comment publicly, their presence at the table was seen as a significant step.

The talks followed Sunday’s informal meeting in Bangkok between ASEAN foreign ministers and Myanmar’s own foreign minister – the first face‑to‑face encounter since the 2021 coup.

That military takeover toppled Aung San Suu Kyi’s elected government and sparked a conflict that has killed an estimated 100,000 people and displaced 3.6 million.

Myanmar’s leadership remains barred from ASEAN’s top‑level summits for failing to implement the bloc’s “Five‑Point Consensus” peace plan. Analysts caution that renewed engagement with Min Aung Hlaing, the former junta chief now serving as president after a one‑sided election, could dilute ASEAN’s leverage.

The National Unity Government, formed by Suu Kyi’s allies in exile, said it was not invited to the talks and voiced concern that ASEAN may be aligning with the junta’s own 100‑day peace initiative.

Despite these doubts, the inclusion of ethnic minority groups – long at the heart of Myanmar’s conflict – signals ASEAN’s attempt to broaden the conversation beyond the military and its opponents in exile. Whether this can translate into meaningful progress remains uncertain, but for now the bloc is pressing ahead with dialogue as its only viable tool.
