Southeast Asia’s foreign ministers are gathering in Manila this week, with Myanmar’s civil war once again casting a shadow over the talks.

Since the army seized power in 2021, more than 8,100 people have been killed and nearly 22,500 remain in detention, according to rights monitors. ASEAN’s five‑point peace plan, agreed in 2021, has failed to halt the violence, largely due to the junta’s refusal to comply.

The bloc has barred Myanmar’s generals from top‑level meetings, but earlier this month ministers met their counterpart in Bangkok for the first time in five years. They renewed calls for dialogue and an end to the bloodshed, though rights groups criticised the move as rewarding the regime without concessions.

Philippine Foreign Affairs Undersecretary Theresa Lazaro insisted the engagement was not a retreat from ASEAN’s consensus, saying “resolute diplomacy with all parties” is the only path to peace.

The crisis in Myanmar sits alongside wider regional concerns, including tensions in the South China Sea and the fallout from renewed hostilities in the Middle East. Yet for ASEAN, the continuing war at home remains a test of credibility — and of its ability to act as more than a bystander in one of the region’s gravest conflicts.
