Peeling the onion back: Why is a foreign company embedded in the US election pipeline?

Looking at the ongoing debate over election integrity and voter registration rolls, the recent news out of New Jersey(6,600 registered non citizens on the voter role's) brings up a critical question that often gets glossed over, Why are foreign owned conglomerates managing the backend databases that feed directly into American voter rolls?

"The vendor responsible for the software, IDEMIA, is a French company that has held a contract with the New Jersey Motor Vehicle Commission for 40 years, according to the company. IDEMIA also provides identity-related security services nationwide, including TSA PreCheck and facial recognition systems.
