Trump cannot use frozen Iranian funds to replace damaged ships because those assets remain legally Iran’s property. Under international law and US financial regulations, the money is blocked — Iran cannot access it — and neither is it transferred to the US Treasury.

If Washington tried to somehow access the money and spend it, it would amount to expropriation, undermining the credibility of the dollar system and sparking diplomatic and legal backlash.
