Vietnam is working towards a more connected digital system for foreigners, linking electronic identification, e-visas and online public services to make administrative procedures simpler for visitors, residents, workers and investors.

Digital identity reduces paperwork

Foreign residents say Level-2 electronic identification can reduce the need to carry passports, prepare repeated document copies and visit multiple agencies. A unified identity could eventually support public services, banking, rental agreements and residence procedures.

The rollout of VNeID for foreigners, widespread QR-code payments and the eTax system are signs of Vietnam's rapid move away from paper-based administration. Project 06 and the national population database have activated more than 71 million accounts, while shared digital platforms have completed about 98% of their connectivity infrastructure.

Foreign users still face gaps between platforms

Foreign residents interviewed by VnExpress said the main challenge is no longer the absence of digital services but limited connections between them. VNeID currently shows only basic information for foreigners and is not yet conveniently integrated with taxation, banking, residence, immigration or driving licence services.

Language access is another issue. The eTax platform is useful for monitoring personal income tax information, but its interface is currently available only in Vietnamese. Users also want reliable assistance when database errors or technical problems interrupt several connected services.

What it means for foreigners in Vietnam

Foreign residents should expect more procedures to move online, but should continue keeping passports, residence documents and important paper records available while systems remain only partly connected. Check whether a service supports foreign VNeID accounts before relying on it, and seek official help if personal details do not match across platforms. For visitors and investors, the e-visa system remains a useful entry point, while the longer-term goal is a single identity that reduces repeated paperwork throughout a stay in Vietnam.
