Quick Google search indicates there is a "Data Saver" option for the Apple TV App. Shows it should be under Settings, Playback, Data Saver.

You could also try reducing the Video Quality if it is acceptable.

The App should be using a decent compression H.265 which is alleged to use about half the data as previous H.264 compression. Most modern phones have the H 265 hardware decoding capability.
