Discussions regarding satellite access extended to SpaceX owner Elon Musk, whom Zelenskyy hoped would lift geographic geofencing restrictions on the system. Musk has repeatedly maintained firm limits on Starlink usage for offensive operations inside Russian borders, citing concerns over nuclear escalation and advocating for a negotiated peace settlement between Kyiv and Moscow.

Previous appeals directed to Musk by former Ukrainian Defense Minister Mykhailo Fedorov similarly failed to expand access, despite earlier agreements secured to block Russian military forces from utilizing the satellite network.

Targeting precision across long distances would see notable improvements under Starlink connectivity, offering Kyiv a mechanism to reduce incoming missile strikes amid dwindling stockpiles of advanced defense munitions.

Dwindling stocks of interceptor missiles for American-supplied Patriot air defense systems have left defensive networks increasingly exposed to high-speed ballistic barrages. Unable to maintain comprehensive coverage across urban centers and military assets, Ukrainian officials have ceased publishing public data detailing total missile counts deployed by attacking forces.

Without satellite-guided drone capabilities or adequate air defense interceptors, defensive military operations face severe operational constraints.
