Cambodia is set to become the first country outside China to operate BYD’s ultra‑fast Flash Charging technology, with 18 flagship stations expected to be running by the end of 2026.

Deputy Prime Minister Sun Chanthol announced the plan following a visit to BYD headquarters in Shenzhen last week. The stations, capable of delivering a full battery charge in around 10 minutes, will be installed across Phnom Penh, Sihanoukville and Siem Reap. Chanthol said the initiative reflects Cambodia’s ambition to attract Chinese investment and accelerate its transition to clean transport.

During talks with BYD Chairman Wang Chuanfu, the Deputy Prime Minister urged the company to expand its footprint in Cambodia, highlighting opportunities to scale up local EV assembly, strengthen the charging network and transfer technology to train the domestic workforce.

Wang expressed strong interest in Cambodia’s rapid development and pledged to continue assessing investment prospects.

The rollout comes at a time of strain for local charging‑station operators. Policy changes by the Ministry of Mines and Energy have forced businesses to shoulder the cost of electrical transformers, adding around $30,000 per site. Some operators say the sudden shift has left them facing bankruptcy, with losses across 182 stations reportedly exceeding $20 million.

Industry figures warn the financial burden could undermine Cambodia’s clean energy goals, even as global automakers and investors show growing confidence in the market. One operator told Khmer Times that many stations were near completion when the policy changed, leaving businesses unable to manage debts or finish construction.

Public concern has mounted, with entrepreneurs and SMEs voicing frustration online. “EV stations are falling. What is the reason behind it?” wrote ACE Group founder Vannak Nim, echoing fears that small operators may not recover.

For now, BYD’s flagship stations promise to transform Cambodia’s EV landscape, offering drivers unprecedented charging speed. But the government faces a delicate balancing act: encouraging foreign investment while ensuring domestic businesses can survive the transition to a greener future.
