A thread went around here at the time, and it basically came down to the fact that "1st worldness" is not mearsured per say, but 'stated'. That is to say, that if Thailand 'declares' itself 1st world, it will be.

I don't suppose this is any different than Thailand being drug-free simply because Mr. Big has decreed it to be so.

I think it means that he could cause his country to loose the benefits of "3rd worldness" for the sake of a byline. That's if the rest of the world happened to by listening when the speach was made.
