Zoning Laws, Permits And Classifications For Small Garment Factory

We're looking a setting up a small garment factory outside of Bangkok and would like to know necessary permits/licenses and possible restrictions for zoning.

I'm looking for info on the classifications from the industrial works ministry, there are 3 classifications. Does anyone have a link to the criteria for each classification.

Our business is quite and non-polluting. They area we're looking to set up is not high density residential - there are some houses on large blocks, but it's mainly farmland or empty blocks.

I'm not sure for Bangkok, that area might be governed in a different way, but upcountry you can get this information at your local Or Bor Tor office (district office).
