Hua Hin Municipality has presented the water supply system development project to the Municipality Council to be voted. After the agreement, the project will enable Hua Hin to have a good water supply system serving housing developments, hotels, guesthouses and so on. But the opposition side displayed a “No Vote”

At 10.00 a.m. on 10th August, at Hua Hin Municipality, Prachuap Khirikhan Province, there was a normal meeting (3rd) with Snr.Sgt.Maj. Sorapol Ranuan acting as a president, who controlled the meeting and with Mr. Siraphan Kamolpromote, Hua Hin Mayor, Mr. Nopporn Wutthikul, Mr. Somboon Chatkitcharoen and Mr. Withun Losirilak, Vice Mayor, presenting the project and answering the questions to members in the meeting.

On the 6th motion, Mr. Nopporn presented the motion to sound out to the members about loaning for Municipality activities for the amount of 135 MB. to develop the water supply system in Hua Hin in accordance with real estate investment of Thai and oversea businessmen residing in the area.

The main businesses which mainly require water supply are housing developments, small, medium and big-size hotel constructions, condominiums as well as tourists in the area. Due to more and more consumption of water, the Municipality cannot produce water as much as the demand on each day.

Mr. Nopporn said in great detail that the loan would come from Municipality Affairs Promotion Fund to improve and extend 3 sources of water supply;

1. Water producing source at Khao Lang will be allocated 300 m3 / hour filter-factory with 30 MB. of the budget

2. Water producing source at Ban Hua Na will be allocated 300 m3 / hour filter-factory as well as main pipes with a water tank in Phuttha Chaiyo Temple on a mountain with 70 MB. of the budget.

3. Water producing source at Khao Tao will be allocated 250 m3 / hour filter-factory with 35 MB. of the budget.

All 3 water producing sources improvement will cost a total of 135 MB.

Mr. Nopporn added if the project was passed by the Municipality Council, it would be submitted to apply for a loan and it would be presented to the Provincial Office for approval. After receiving the loan, the project would immediately proceed to prevent a shortage of water which would give an advantage to real estate development which is continuously increasing.

On another side, the president of the Municipality Council asked for members to vote so that the passing of this motion would be effective. The result was that 14 administrative members raised their hands up to vote, 2 members were absent, 2 members showed “NO VOTE”. From the majority votes, the motion could easily be passed.

Going back to Mr. Athikhun Bhutr-ying and Mr. Prapha Noratot, two opposite voters, said they didn’t agree with such a loan project due to the fact that Municipality had to spend a future budget and it seemed too much.

The Municipality would also experience a period of payment, loan interest or insufficient repayment of the Water Supply Division as well as, in case of a new set of administrative teams; they would have to take over causing such a problem for the old teams. Therefore, these two men decided to show “NO VOTE” and they requested that all the voters who said “Yes” should sign their names to indicate who agreed or disagreed.
