We have a kapok tree in the garden that has either a disease or is being attacked by bacteria/fungus/insects.

Could anyone tell me what the problem is and, more importantly, what can be done about it (if anything)?

Beetle larvae are eating your tree. You can try pesticides or if you want to be more green try the Neem stuff. Kapok trees are very soft wood so prone to being eaten--it could severely damage your tree-- or not. Depends on if they give up eating or not :o
