How many times does the embassy in vientiane can issue us tourist visa for a year?

IF I use nokair arrive in udon at 7AM, is it enough time to go to embassy?

and if I use nokair 18:30 from udon to bkk, is it enouh time to catch from vientian?

May I ask that the best way how to go to embassy from udon?
