I suspect it is delibertae blocking by TRUE because for a while you could access it via the link on MSN homepage. prsumably they want people to use something that does not use so much overseas bandwidth. they have blocked other things too. If you are on TRUE try a Loxinbfo dial up account if you need access - I can get through fine to another site blocked by TRUE with Loxinfo.
