November 11, 200718 yr Start (Windows logo) button, go to control panel, click on clock, language and region, then click on Change the date time, or number format. The selections will appear from a drop-down menu.
November 11, 200718 yr Not running Vista however, when dealing with Longhorn {the beta} the locale configuration was handled by a program {Intlcfg.exe}. The released version should have Start -> Control Panel ->Clock, Language, and Region. You may need the options under the admin tab, sorry as I say from memory.
