Just went to VTE for a week. Bus From Udon to VTE requires now a Lao visa before you board the bus.

From the post I would say the direct bus service to Vientiane from Udon requires that you have your visa as they do not want to wait for those without to process. Believe most people have used transportation to bridge or Nong Khai and then arranged final transportation after Lao Immigration.
