It seems to be completely unregulated like in UK, anyone can open up a shop.

The UK is starting to get it's act together with The Consumers, Estate Agents and Redress Act 2007, but there are still a few sharks out there.

In answer to the OP, no. There is no formal license or qualification required to operate a Real Estate business here
