This information is true for those on volunteer visas (ie those who are in the country working with foundations). I do not think it applies to business visas. In order for volunteers to get their visa extended to one year, they need a letter from the governor. The process has been rather simple and takes about 2 weeks to get from City Hall. Once you have this letter, you can proceed to immigration to get your visa extended for up to a year. However; as of January, City Hall now requires all volunteers to report every 4 months on their activities. It's a simple 1 page report but it's another hassle just the same. So if I understand things now.... 1. You have to report to immigration every 90 days. 2. You have to report to City Hall every 120 days (via a paper report).
