If you have a dictionary why not look it up. the first word is a probably a verb reach arrive etc/ the second is an adverb quickly, said twice I think it makes it more emphatic / the last word doesn't exist but is similar to a pronoun, this, that, lacking a tone mark.

Until recently. I think.

It should be: ถึงเร็ว ๆ นี้

เร็ว ๆ นี้ means "soon."

"soon" or "up until now/recently", depending on the whole sentence. Is there a จน or จนกระทั่ง in front of it?

Well, what's the context? You can't ask for translation help without giving some clue as to what the heck it was about, what came before, etc.

If you were waiting for someone/something, and this came to you as an SMS, it might be: "Arriving shortly," or "(I/we/he/she/they/it... will) be there soon."

But if you don't explain the situation, how could anyone know?
