Is Thai Consulate In Ho Chi Minh City Visa Friendly ?

I am planning a trip to Vietnam and thought to ask for a tourist visa back to Thailand while there.

There is a Thai Consulate in Saigon http://www.mfa.go.th/web/1488.php?depid=258 , do you know if they are visa friendly or if they behave like the Cambodia Embassy (that is issue visas only to locals) ?

You will need your ticket to Thailand with you but otherwise believe they are visa friendly.

Just the ticket to Thailand (which of course I will have as I will buy a round trip BKK-Saigon-BKK) or also the next one out of Thailand ?

Last report was they were only interested in the ticket to Thailand - but it may have been Hanoi rather than Saigon.
