If I have been in Thailand on a Multiple Entry (4x) tourist visa (cumulative time over 90 days) and want to come back to Thailand for a few days after my tourist visa expires, can I come back on a Tourist Visa Exemption (free?) or a VOA (1000 baht?) or would my previous stay on my Tourist Visa count towards the 90 day rule? Do I have to get another Tourist Visa instead before returning for those couple of days? I had planned to just come back for a few days before heading to HK to try and renew my Multiple Entry tourist visa for another 4 times.

Basically the question is: Do days in Thailand on a proper Tourist Visa count towards the 90 day rule if using a VOA after the Tourist Visa expires. Is the VOA different than a Tourist Visa Exemption?

I am a US citizen under 50.

Only visa exempt entry days count. So you can obtain a visa exempt stamp now. But I seriously doubt you are going to receive a 4x tourist visa from Hong Kong.

VOA is a visa that is applied for at the border after you arrive. Visa exempt entries are different. With a visa exempt entry, you just show up at the border, they stamp your passport. US citizens cannot get Visa On Arrivals (VOA).

OP i'm curious to know from which country did the thai consulate give you a 4x multi-entry tourist visa before?

i would like to know which thai consulates might issue also.

Thanks for the quick responses! I will go ahead and get my visa exemption then for those few days i'll be passing through. I got a 4x multi Tourist Visa at the thai embassy in Washington, DC (my hometown). They said you can renew the Visa once, so I'm hoping in HK, I can say, "hey, you already gave me a multi-entry, i just want to renew it". I'll let you know in April how it goes.

Never heard of renewing a visa. Maybe they were talking about getting an extension of stay from immigration in Thailand.
