BANGKOK: -- A Thai deputy prime minister who oversees a national scheme to promote efficiency among civil servants said on Friday that a government commitee has agreed to ditch a measure to lay off state officials who are deemed inefficient without compensation.

The Deputy Prime Minister, Mr. Wissanu Krea-Ngam, told reporters that the committee would introduce a new staff development project in order to positively stimulate government officials to improve their performances.

''We will abolish the layoff measure early next month. But for officials who have ailing health or whose working efficiency has failed to pass the government's evaluation standard before 1 October could seek to resign, and the government will give them a compensation worth eight months of their last salaries. This will have no affect to their track records,'' said Mr. Wissanu.

The deputy prime minister said that under the new measure, an evalutaion would be conducted every six months, and government officials who fail to pass the government's evaluation standard will, instead, get training to improve themselves.

''This measure will help our officials develop their performances. The evalution will be a base in considering any raise in their salaries and ranks. It will be conducted by a special committee, not by their bosses any longer,'' he said, adding that only those who repeatedly fail the evaluation will be forced to leave.
