Here's my situation:

I was here for 90 days using exempt stamps ...

Then I got a Non-Immigrant Visa and stayed another 90 days...

Now, is it possible to get another 30 days exempt?

Not unless you had a few days outside of Thailand. The rule is 90 days in a six month period (not 180 days). So if your first visa exempt entry was on the 22nd of September you should be OK - but if later not OK. You can likely obtain a 7 day extension of stay from Immigration for 1,900 baht - or just stay away until the six month period is over - or obtain a visa for entry.

I entered on September 23rd, 2007 and stayed for 90 days, and then after a few days in Penang I came back for 88 days on a non-immigrant visa which is good until the 24th (March).

So, if I leave for Cambodia on the 24th they should allow me to reenter on a 30 day exempt stamp?

They should - but it may require a ticket out of the country within 30 days. If you plan to be here longer strongly advise you to go to Vientiane for a 2 entry tourist visa. Or if you qualify for non immigrant visa (Thai wife/child) you should consider getting another.
