how can i get a tourist visa for my indonesion wife without paying such as a malaysian citizen why can't my indonesion wife stay in thailand visa free now that it is in the asean member

If you check the Thai embassy website for the US, visa fees for Indonesians don't appear to have anything to do with ASEAN but rather agreements between individual countries:

LIST OF COUNTRIES EXEMPTED FROM VISA FEES (Based on Existing Agreements) :-

1. PHILIPPINES, Republic of (Maximum stay of 59 days)

2. KOREA, Republic of

3. MALAYSIA

4. SINGAPORE

5. TUNISIA

Maybe because that ASEAN visa free 14 days regulation has not been picked up by Thailand (or any other country for that matter).

Cambodians are in the same boat as Indonesians in this respect. But indonesians have an advantage, at least they can get a 30 days visa exempt stamp when arrivng in Thailand.
