Tourist - Non Imm B

The agency i am going to work for are saying they are trying to get me to (maybe) go to Bangkok to get my visa changed from a Tourist Visa made in Laos, to a Non Imm B. I was under the impression that you had to exit the country. But i have also seen a company advertising that if you have a tourist visa from your own country they can change it to a Non Imm B in Bangkok.

Anyone have any experience of this?
