You can make an application to the British embassy for a replacement passport at any time, although there is a gap between application and it being issued. I'm not sure how long the wait is, but it'll be approx 1 week or so.

Have not heard of anyplace other than Suan Phlu transferring permitted to stay stamps. It is a special service upstairs the last I knew.

I had to transfer a 30 day stamp into my new UK passport a couple of weeks ago. Went down to the immigration office to do it but had to have a letter from the British Consul first. He also mentioned that I could have done it at the airport, but you never know if you're going to run late or not so I figured best to do it in advance.

Took the embassy 3 weeks to issue my new passport, but then I went the postal route over Easter so it would have been slower.
