The biggest problem is dealing with people who still want to drink and will try to find other ways to satisfy their addiction, not tourists per se.

I think you'll find your biggest problem is dealing with Homo Sapiens.

There are countries with very low or non-existent alcohol consumption, I believe they are populated by same homo sapiens species.

It's just converting a population of binge drinkers into teetotallers is no longer possible, but theoretically it sounds like an all around winning formula.

Would require very draconian punishments. Look at drugs, illegal, but people still take them. People still smuggle them.

Is there a Ministry of Stupid Ideas?

Yes! It is in fact Thailand's biggest ministry.

They have people (many from inactive posts) sitting doing nothing other than doodling and thinking as to how they can come up with the most stupid idea of the week.

There is an endless supply of stupid ideas coming out of the ministry with supply far exceeding demand. :o
