Would require very draconian punishments. Look at drugs, illegal, but people still take them. People still smuggle them.

Yes! It is in fact Thailand's biggest ministry.

They have people (many from inactive posts) sitting doing nothing other than doodling and thinking as to how they can come up with the most stupid idea of the week.

There is an endless supply of stupid ideas coming out of the ministry with supply far exceeding demand.
