Is it possible to get a tourist visa without problems in Laos if you have already three visas on arrival in your passport? I will apply for a business visa but I am not sure all the paperwork can be done in time before I have to have a new visa.

cant see why not, as long as you havent hit the 90 days, that would put you out for 90!

i have been a few times but i only do 2, instead of 3 just in case i need a plan b, but think you should be fine!

Hitting 90 days does not "put you out" if you have a visa. But it is always best to have the 3rd month of visa exempt entry in reserve in the event you were denied a visa.

if he is here on 3x visa exempts and totals 90 days i thought that auto kicks in the 90 out rule?

There is no such rule - you are not allowed more than 90 days of visa exempt entry during a six month period is the rule. You can always enter using a visa.

right i was under the impresion it was if you did 90 days in you had to do 90 out if on visa exempt!

so if i understand you correct if i did say 3 x 30 days and for arguments sake overstayed the last for say 5 days, say 95 in total, i would then be perfectly entitiled to go to say laos and get a tourist visa and re enter?

Yes with the previsions that you are not arrested prior to departure; that Laos does not refuse you entry after seeing that overstay (not likely) or the Consulate could refuse to issue you a visa (also not likely). But not really a good plan.
