I am planning to go to Vientiane Monday and I read that for Visa on arrival at the friendship bridge that Laos Immigration will not give change. I only have US dollars $100 bills. If I pay with Thai Baht its twice the cost. does anyone know if they do give change or if there is anywhere in Nong Khai where I can buy some US Dollars in small denominations on a Monday morning.

Wrong, I went there 4 month ago, they give change, as long as you pay in Baths or US $. Change is given in Thai Bath.

I could invite you to go in Ze Rangsit, they have banks open the week end in the mall, change there some green banks for thai Bhts

I did pay in USD once, and was given change in USD, most times I paid with baht, and got change in baht.

It's not twice the amount by the way. A visa on arrival is 35 USD in my case, or 1500 baht. Not twice the amount, even though, paying in USD does save a small amount of money.

I am told its now 1900 Baht which is over $60 US dollars so its almost double the $35 fee in US Dollars

It's a saving of $5 if your visa costs $35. As an Australian I paid $30 in January, so that could be a saving of $10. I'm not sure if the Thai baht price is scaled for different nationalities as it is in dollars.
