Could be several reasons! If the phone is switched of that message may play. Or if the bill isn't paid or other reasons!

Remember to drop the initial 0 if dialling from overseas, +66 08xxxxxx

If your record of the number is quite old remember that the numbers all got an initial 8 added fairly recently, all mobiles now start 08xxxxxxx.

"I don't want to know why you can't. I want to know how you can!"

Could be the person got a new sims card from a different company (or same) with a new number.

Can you tell us the number string you are trying to dial? Leave out the last four digits, or more, for security reasons.

In theory your friend would have a local Thai mobile number which looks like this: 08n nnn nnnn

If you are in Thailand then you would enter 08nnnnnnnn, if you are outside Thailand you would dial +668nnnnnnnn.

Are you able to dial other international numbers successfully? Where are you located?
