If my sibling is able to obtain a retirement visa and gets to stay in LOS, can I get a non-O based for a year for the purpose of visiting "my family" ?

You should be able to use a copy of his passport with retirement extension of stay and birth certificate (to prove relationship) to obtain a non immigrant O visa to visit and then be able to extend your stay to match his using section 7.19 of police order 606/2006.

Alternatively you may be able to get a Non Imm O multi-entry visa from a friendly consulate,

to allow you a one year visit, with 3 monthly border runs.
