i noticed a bunch of boats in the sea with their lights off at night

also the PATTAYA city light sign was not on

anyone know why?

Pattaya city sign : broken or parts stolen, who knows? Pattaya city admin does not seem to have grapsed the concept of maintenance and repair.

Boats : why would they leave their lights on if they are sleeping or nobody home? There's not much boat movement in the darkness so probably don't bother with lights. Remember you are talking about the same people that happily ride motorbikes/drive pickups at night with no lights.

isn't it an international nautical must to have at least the starboard and port lights (red, green and one white one at the highest point of the vessel) on?

As for Squid fishing, they use very, very bright lights...

I've met Thais before who thought it saved gasoline/diesel if they didn't use their head lights on their car/motor cy at night. What with the increase in fuel costs, perhaps the fishermen think the same! :o

I am reliably informed by a man in a bar that it was a power cut that caused the lights to go out.

As for the Pattaya City sign, not sure - I'll ask tonight.

I think I met the same man wearing what appeared to be a toupe shaped like a Shredded Wheat!
